In addition, the Ministry carries out the technical supervision of the Department 6 "Mining and Energy" of the district government Arnsberg and parts of the Departments 34 of the district governments Arnsberg, Detmold, Dusseldorf, Cologne and Münster.

SME Instrument, part of the European Innovation Council Pilot, supports market-creating innovation in small and medium-sized businesses that have significant growth potential and global ambitions. Each applicant SME goes through a rigorous review and selection process: Over 50,000 have applied but less than 6% have been selected. Besides funding, which starts at 50,000 Euros and can grow to 2.5 million Euros, each SME participant receives world-class business coaching, training and support services, from idea development to product launch in the market.

The BioCampus Cologne (BCC) and the Rechtsrheinische Technologie- und Gründerzentrum Köln (RTZ) represent two well established hubs for innovative technology companies. Since 2020 both locations have been merged in a cooperative way to create one institution for fostering high-tech innovation within the Rhineland. André van Hall has been appointed Chief Executive Officer of both locations. This is intended to establish a far-reaching startup network and a sustainable business incubation. A hotspot for innovation and technology, directly in the beautiful Cathedral City of Cologne. More than 70 technology companies are supported, mentored and expanded by the cooperation. The BCC offers space of over 40 acres for unlimited growth of a comprehensive high-tech cluster. The RTZ is a business incubator which is directly located in the center of Cologne. The RTZ has established itself as an incubation venue for startups with innovative ideas. High-Tech Gruenderfonds invests in young, high potential high-tech start-ups. The seed financing provided is designed to enable start-ups to take an idea through prototyping and to market launch. Typically, High-Tech Gruenderfonds invests EUR 500,000 in the seed stage, with the potential for up to a total of EUR 2 million per portfolio company in follow-on financing. Investors in this public/private partnership include the German Federal Ministry of Economics and Technology, the KfW Banking Group, as well as thirteen industrial groups of ALTANA, BASF, B. Braun, Robert Bosch, CEWE Color, Daimler, Deutsche Post DHL, Deutsche Telekom, Evonik, Qiagen, RWE Innogy, Tengelmann and Carl Zeiss. High-Tech Gruenderfonds has about EUR 563 million under management in two funds (EUR 272 million HTGF I, EUR 291 million HTGF II).
